The cement industry’s companies and organizations decided in 2002 to join their efforts to develop the sector and enhance its competitiveness both in the domestic market and in the international market.


In March 2002, the Association of Cement Producers was registered as a non-profit organization. The first Chairperson of the Association’s Board was Larisa Barinova, Deputy Chairperson of the State Committee for Construction, Housing and Utilities of the Russian Federation; and Vyacheslav Boltenko was appointed as its General Director.

The members of the Association signed the Memorandum of Association and approved the first version of the Charter.

In addition, the first meetings determined the priority areas of activity:

  • Integrate the cement industry into the government programs as part implementing the industrial policy of the Russian Federation
  • Introduce product quality standards
  • Anti-counterfeiting
  • Cooperate with natural monopolies and suppliers of materials and equipment
  • Provide support for R&D in the cement industry and mechanical engineering

A restated version of the Charter was approved in 2009, setting up executive bodies such as the Board of the Association and the President of the Association. The members voted to elect Mikhail Skorokhod, President, EUROCEMENT group, as the first President of the Association.

From 2009 to 2014, the Executive Office of the Association was headed by Vladimir Kiselev.

In 2012, the following Belarusian companies joined the Association: Belarusian Cement Plant, Krichevcementnoshifer, and Krasnoselskstroymaterialy.


In 2014, entities of one of the world’s largest cement manufacturers, HeidelbergCement, and Belarusian Cement Company became members of the Association.

The members of the Association also included equipment suppliers, research institutions, industry trade journals, and media outlets.

Since 2013, the Association, jointly with the Institute of Housing – NIPTIS named after S. S. Ataev under the Ministry of Architecture and Construction of the Republic of Belarus, has held the annual industry conference on the development of the construction materials industry within the Customs Union.

In accordance with amendments to the Charter, the Board of the Association was formed and the elective office of Chairman of the Board was instituted in 2014.


Currently, the Chairman of the Board of the Association is Mikhail Skorokhod, President, EUROCEMENT group.

The Executive Director of the Association is Dmitry Sapronov.
